In Scouting America, a Commissioner is a unpaid volunteer leader who coaches, consults, and supports adult leaders of local Scout units. Commissioners have been a key component of the program since Scouting America was founded in 1910. Scouting America commissioners serve youth and volunteers within a given geographic area.
Within a council, commissioners serve in various roles ranging from local Unit Commissioners, District level commissioner teams, and the Council level commissioner team. Commissioners assist unit charter organizations and unit committees with various focus areas like the unit charter renewal, adult leader training, youth advancement, membership growth, outdoor activities, and member retention.
